Dr. Joy Heaton

Dr. Joy Heaton is Founding President and Executive Director of Just Compassion, Inc. Her qualifications include three earned degrees – a Bachelors of Accounting, a Masters of Divinity, and a Doctorate in Ministry as well as certifications as a public accountant (CPA) in Texas and North Carolina. She worked as a corporate accountant for twelve years and then enrolled in graduate school to become an ordained minister in 1998. While serving a rural church in North Carolina for six years and another rural church in Virginia for five years, she became keenly aware of the lack of resources to serve the basic needs of the poor. During this time she also travelled to Brazil and witnessed unspeakable conditions of poverty. In response she helped to sponsor a mobile dental unit to provide free care to migrant workers in Halifax County, NC, and in Virginia she helped to incorporate “Missions Ministries” for the poor in Sussex County. Following her twelve years of experience as a CPA and eleven years as a minister, Joy launched Just Compassion, a not-for-profit corporation, in 2012 to serve the medical/dental needs of the poor in Virginia. She now combines her corporate accounting expertise with her ministerial passion for the poor and utilizes her strong organizational skills and connections with volunteer dental and medical professionals in regional churches to lead Just Compassion to fulfill its mission in providing medical and dental care to the poor at no cost to the patients.


Dr. Carol N. Brooks, D.D.S.

Dr. Carol Brooks currently serves as an Associate Professor at the School of Dentistry at Virginia Commonwealth University’s Medical College of Virginia. She earned a Bachelor of Science in Dental Hygiene in 1975 and a Doctorate of Dental Surgery from VCU in 1995. In 1983 she was named Coordinator for Clinical Trials in the Department of Periodontics at VCU and has served as Co-Investigator in the Clinical Research Center for Periodontal Disease since 1987. From 1990 to 2011, Dr. Brooks assumed the responsibility as the Clinical Director for the highly successful “Mission of Mercy” dental school projects, supervising dental students in providing free dental care to underserved and uninsured patients in remote areas of Virginia. While holding this position, she became a strong liaison between the VCU School of Dentistry and the Virginia Dental Association. She continues to maintain an active private practice in General Dentistry and enjoys spending time with her adult children and grandchildren.


Rev. Ida Mae Hays

Ida Mae served the poor for thirty-one years in Brazil and received the title of “Honorary Citizen of Brasilia” by the Brasilia state government in recognition of her profound dedication to meeting the needs of the marginalized. She personally supervised the construction of 32 church buildings in Brazil from 1971 until her retirement in 2002. She then volunteered in 2012 to help Dr. Joy Heaton launch Just Compassion and presently serves as Vice President of the Board. She brings her enthusiasm and knowledge in coordinating volunteers, identifying funding resources, and facilitating logistics to meet the basic needs of underserved populations in rural settings.


Traci Bunn Powers

A native of Newport News, Traci earned her Bachelors and Masters degrees from Campbell University in North Carolina. For more than twenty years, she served churches in North Carolina and Virginia. Her last pastorate was at Westhaven Baptist Church in Portsmouth, VA, from 2005-2015. Currently she owns several retail franchise businesses in Newport News and Mechanicsville. From 2006-2014 she served on the Virginia Baptist Mission Board as Chairwoman for the Emerging Leaders Ministry Team. Currently she is serving as Chairwoman of the Committee on Boards as Committees for the Baptist General Association of Virginia. She is married to The Rev. Dr. Bruce P. Powers, IV, who is the Pastor of Walnut Hills Baptist Church in Williamsburg. They have three children, and Traci is very active as an advocate for those who live with Autism. She brings to Just Compassion her connections to church volunteer mission teams and love of children as well as her business acumen.

Ellen Jackson Miller

Ellen serves as Secretary for Just Compassion and is Principal Legislative Analyst for the Virginia Joint Legislative Audit and Review Commission, where she has worked for more than a decade. Mrs. Miller earned a Bachelor of Arts degree in Political Science from Virginia Commonwealth University and a Masters in Public Policy from the College of William and Mary. With her strong analytical expertise and effective communication skills, she brings an understanding of how to collaborate with governmental agencies, how to apply for public funds, and how to identify the needs of underserved populations in Virginia.

Linda Kirby

Linda retired after working for the Commonwealth of Virginia for 33 years – the last sixteen of which were invested at Virginia Commonwealth University’s School of Dentistry. In retirement she is actively involved as a volunteer with Richmond Friends of the Homeless and donates twelve hours each week as a Grant Researcher in the corporate office of Just Compassion while also serving as Treasurer of Just Compassion’s Board.

M. Ruth Blankenship

Ruth is Vice President for Finance Administration and Advancement at Bluefield College in Bluefield, Virginia. She is a graduate of Emory and Henry College earning a Bachelor of Science degree in Accounting as well as a Masters of Arts degree in Accounting from Virginia Tech University. Before coming to Bluefield, she worked for Brown Edwards and Company as an auditor. Ruth is married to John Blankenship, a Virginia Cooperative Extension Agent, and they have one son. The Blankenships live in the farming community of Thompson Valley and participate in running the family farm. Ruth is an active member of the Pleasant Hill United Methodist Church, Tazewell County Fair Board of Directors, Thompson Valley Fire and Rescue Auxiliary, Bluefield Rotary, and Tazewell County 4-H. She is active in working to promote economic development in southwestern Virginia by serving on Bluefield’s Economic Development Authority and is chairwoman for the Southwest Virginia Workforce Investment Board. She serves as a strong liaison between Just Compassion and its strategic partner Bluefield College.

Note: Melvin G. Cooper, JD, serves as ex-officio legal counsel after serving more than twenty years as an officer in the U.S. Air Force (including Legislative Liaison between the Pentagon and the Senate) and twenty years as the Executive Director of the Alabama Ethics Commission.
